Level Five Admin Empty Level Five Admin

Promoting people to the privilege of Level 5 Administrator still bugged. I don't know why, or how, but it is bugged. When I promote someone to level five, they don't receive any verbs, and they don't get the administrator privilege. Please fix this. Take your time, because it isn't really a big problem.
